Probably the most damaging consequence of this is that many of all K-3rd grade students did not get consistent reading instruction. Reading is based on a distinct hierarchy of skills, from basic consonant and vowel sounds, to blends, to syllabication to acquiring a sight vocabulary, to comprehension. Without any of the basic skills, the child cannot read what the author wrote. In other words, they can't accurately read and understand any text. The consequences of this are dire. Poor readers hate reading, school, and most teachers.
